For most players the honest answer is Standard. It's the full game at $79.99, and the pre-order itself mainly locks in the Vintage Vice City Pack plus the convenience of a day-one download — not early access.
Ultimate costs $20 more for cosmetic vehicles, weapons, apparel, and a few Ultimate-only shops. None of it changes the story or gives a competitive edge, so it's worth it only if you specifically want those extras. If you're unsure, buy Standard — you can decide on the rest later.
